Quantity Surveyor
Description :
KEY RESPONSIBILITIES:
Financial discipline in the areas of cost management and control is achieved during the project implementation phase in three stages as follows:
•Pre-contract stage
•Post contract stage
•Contract close-out stage
Pre-Contract Stage
•Measure and prepare provisional Bills of Quantities for tender purposes from drawings and/or other information supplied by the Client/Project Manager and measured in accordance with systems of measurement that are standard or designed by the Consultant to the approval of the Project Manager
•Assist the Contract Administrator/Procurement Lead with the preparation of Tender Documents including advice on contractual, commercial and all quantity surveying related matters such as pricing instruction, payment mechanisms, etc. In so doing integrate the technical specifications/Works Information prepared by the Project Manager into a cohesive tender document, including drawing to the attention of the Project Manager any anomalies or queries arising from scrutiny of the specifications
•Price the provisional Bills of Quantities issued for tender purposes using the latest market related unit rates in order to prepare an estimate of the expected contract cost, and distribute to the Project Manager
•Attend site Tender Clarification Meetings
•Assist in the resolution of queries from tenderers during the tendering process
•Provide input to the tender adjudication process by completing the following processes:
•Arithmetical checking and analysis
•Complete financial evaluation
•Financial risk assessment and sensitivity analysis
•Preparation of financial recommendation for inclusion into the Tender Evaluation and Recommendation Report
•Prepare, finalise and include applicable sections (Bill of Quantities, Pricing Instruction, etc.) into the Contract Documents for approval and signature by the appropriate parties
Establish a cash flow forecast for monthly progress payment certificates based on the financial valuation of work over the accepted contractual programme
Post-Contract Stage
•Assisting procurement department on procurement strategy
•”As- built” measurement of re measurable works to assist project controls in updating the pricing and approving contractor’s payment certificates.
•Verification and approval of contractor’s claim for additional/extra works, assisting Engineering and Procurement Managers in preparation of variation orders (Design Change Requests), Verifying and approving contractor’s progress payment certificates, assisting Project Controls in preparation of invoices and claims, assisting Planning Engineer to update project schedule, etc .Assisting Planning department in preparation of monthly progress reports reflecting latest contract variations and forecasting re-measurement variations based on the re-measured and valued quantities
•Assisting internal and external audit teams at site in terms of technical and commercial auditing. Attend all site progress meetings Attend cost management meetings with the Project Controls group as required
Close-Out Stage
Reconciliation all materials and plant equipment taking into consideration all as-built measurements, design change requests and other site instructions. Assisting Project Controls in reconciliation of the project finance in terms of all budgeted costs, additional claims and variation orders. Provide input to the contract close-out report for construction contracts in respect of financial and quantitative information including the provision of related

QUALIFICATIONS AND EXPERIENCE REQUIRED:
•Diploma or Degree in Quantity Surveying
•5 years practicing as a Quantity Surveyor preferably within the Engineering / Power Generation Industry
KEY COMPETENCIES AND GENERIC SKILLS:
•Computer literacy skills
•Communication skills
•Full Quantity Surveying skills including: Pre-contract negotiation; Tender issue and evaluation; Pre and post contract commercial functions; Contract administration; Specialist areas of Quantity Surveying practice; Change order evaluation; Claim analysis and finalisation. Managing contractors and subcontractors to final account.
